Directs the North Carolina Collaboratory at UNC Chapel Hill to study the impacts of microplastics and other plastic particles on state waterways, including rivers, lakes, coastal waters, and marine environments

Requires the Collaboratory to develop standardized sampling methods, characterize plastic particle concentrations, create a risk assessment framework for exposure to organisms and humans, and recommend strategies for reducing plastic pollution

Department of Environmental Quality must provide staff support, and the Collaboratory will work in collaboration with the Division of Water Resources and other governmental entities

Appropriates $150,000 from the General Fund effective July 1, 2025 to fund research initiatives, public hearings, stakeholder meetings, and report development

Comprehensive report with findings, risk assessment, and recommended policy actions due to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources and the Environmental Review Commission by July 1, 2026
