Establishes a public-private partnership pilot program to construct and operate a childcare facility on State- or University-owned land, with the State providing the land and shell building while a private operator handles upfit, maintenance, and operations.

Appropriates $5,000,000 in nonrecurring General Fund money for fiscal year 2025-2026 to fund the pilot program, with funds available until July 1, 2027.

Requires the selected childcare operator to offer rates at least 25% below market rates, operate a facility enrolling at least 180 children, and reserve 80% of capacity for State employees.

Mandates the operator pay childcare workers at least 180% of the federal minimum wage with 2.5% annual increases for four years, and provide health insurance covering at least 50% of premiums for full-time employees.

Legislative Services Office must develop the implementation process by October 15, 2025, and issue the request for proposals by January 2, 2026, with ground leases capped at $500 per month for initial terms of at least 10 years.
