Prohibits the manufacture, use, and distribution of PFAS (per-fluoroalkyl and poly-fluoroalkyl substances) and PFAS-containing products within North Carolina, with exceptions for products required by federal law, and establishes civil penalties up to $25,000 per violation

Requires NPDES permit holders to fully disclose all pollutants in their discharge applications and eliminate PFAS and 1,4-dioxane from wastewater before discharge to state waters

Mandates public water systems notify customers within 30 days of receiving drinking water sampling results showing PFAS contamination, with systems that previously detected PFAS required to provide notice by June 30, 2025

Directs multiple state agencies to conduct studies on PFAS contamination in biosolids, landfill leachate, air, water, and soil, with reports due to legislative commissions by September 2026, and requires DEQ to establish technology-based PFAS limits in discharge permits by June 2026

Appropriates $92.6 million total, including $80 million for water system treatment grants, $5 million for the Bernard Allen Drinking Water Fund, $5 million for water quality monitoring, and $1 million each for a PFAS Chemical Action Plan and PFAS destruction technology research
