Creates new definitions for "abandoned vessel" (left 30+ consecutive days without permission), "derelict vessel" (unattended and in wrecked, sinking, or inoperable condition), and "unattended" in North Carolina law

Prohibits anchoring, mooring, or leaving vessels adrift in state waters for more than 10 days in any 30-day period, except at private docks, marinas, or permitted mooring points

Requires the Wildlife Resources Commission to post notice on abandoned/derelict vessels and notify owners, who then have 30 days to remove the vessel and restore the affected environment (reduced to 15 days during declared emergencies)

Authorizes law enforcement and the Commission to remove, relocate, or dispose of abandoned and derelict vessels, with liability protection except for gross negligence or willful misconduct

Allows state and local governments to recover costs for towing, removal, storage, civil fines, and environmental restoration from vessel owners; effective July 1, 2025
