Department of Natural and Cultural Resources must negotiate a Memorandum of Agreement by March 1, 2026 to assume management of the River Walk, adjacent Park, and parking areas in Fair Bluff as a unit of Lumber River State Park

Lumber River Visitors Center in Fair Bluff will become the new headquarters of Lumber River State Park under the agreement

MOA must address shared management responsibilities between the Town and Department, including parking and facilities used for multiple purposes

User fees may be established and shared for property usage and events, but general admission fees are prohibited except during festivals, special events, or private event rentals

Department must submit the completed MOA to the Joint Legislative Oversight Committee on Governmental Operations and Fiscal Research Division before the 2026 Regular Session
