Requires the Department of Public Instruction to develop an Emergency Internet Service Plan (EISP) to provide temporary internet service to public schools during declared states of emergency, in consultation with the Departments of Information Technology, Transportation, and Public Safety

Establishes the Emergency Internet Service Fund as a nonreverting fund to purchase equipment and maintain contracts necessary for emergency internet service, with public schools prohibited from being required to contribute funds to initiate service

Appropriates $3,927,380 in nonrecurring funds from the General Fund for the 2025-2026 school year to the Emergency Internet Service Fund

Mandates annual reporting by February 15 to the Joint Legislative Education Oversight Committee on EISP changes, services provided, fund balance, and expenditures

Becomes effective July 1, 2025, beginning with the 2025-2026 school year
