Federal firearms dealers primarily selling firearms or ammunition may obtain an exemption from NC State Building Code door lock requirements during nonbusiness hours when closed to the public

Permit requires $500 fee, retail space limited to one floor and no more than 15,000 square feet, approved smoke/fire/break-in alarm system, written facility locking plan for employees, and posted warning signs at each entrance

Local inspection departments must file permit copies with law enforcement and fire protection agencies, conduct inspections for permit issuance, and perform periodic compliance checks

Permits may be revoked if businesses fail to meet requirements or use the exemption during business hours when open to the public

State Building Code Council must adopt permanent rules; interim provisions apply until those rules become effective
