Preempts local governments from regulating the location and construction of sport shooting ranges, removing the previous September 1, 1997 date limitation

Creates a new exception allowing counties to not regulate firearm discharge when used on private property with owner permission and conducted with reasonable care to prevent projectiles from crossing property bounds

Extends the same private property exception to cities, permitting firearm discharge within city limits when done with owner permission and reasonable care to contain projectiles

Effective immediately upon becoming law and applies retroactively to existing municipal and county ordinances

Any local ordinance inconsistent with the act is declared void and unenforceable
