Authorizes federal firearms licensees (dealers, manufacturers, importers) to enter into voluntary "safety hold agreements" where they temporarily store a firearm owner's lawfully possessed firearm for an agreed-upon period at no charge

Provides liability protection to licensees for acts or omissions arising from safety hold agreements, including returning firearms to owners, except in cases of negligent/reckless storage or unlawful conduct

Allows licensees to sell or dispose of firearms that owners fail to reclaim at the end of the agreement period

Requires the State Bureau of Investigation to develop a modifiable form for these agreements and make it available online, with agreements kept confidential and exempt from public records laws

Protects licensees from being required to accept unlawfully possessed firearms or return firearms to persons legally prohibited from possessing them; effective July 1, 2025
