Local school administrative units and charter schools must allow nonpublic school students to enroll part-time to access any courses, programs, or services, provided they meet standard public school eligibility requirements

State funding allocation for part-time students: 100% of average per pupil allocation for students enrolled one-third or more of full-time instructional hours; 50% for students enrolled less than one-third

Local boards of education must develop and publish part-time enrollment policies on their websites; charter schools must also post part-time enrollment information online

Appropriates $270 million in recurring funds for 2025-2026 to fund part-time students, plus $500,000 in nonrecurring funds for administrative implementation costs

Effective July 1, 2025, applying to enrollment requests for the 2025-2026 school year; part-time charter school students do not count toward charter enrollment growth limits
