Creates a $15 million recurring recruitment bonus pilot program for certified teachers who commit to multi-year service in low-performing or high-needs schools, with individual district grants capped at $500,000 annually

Establishes a $15 million recurring Teacher Preparation Residency Pilot Grant Program requiring 1:1 local matching funds to support residency programs that include coursework, tuition/stipends, clinical training, and induction support

Expands the NC Teaching Fellows Program to all State Board-approved educator preparation programs (removing the 10-institution cap), doubles forgivable loan amounts to $10,000 per academic year, and appropriates $5.7 million to support 490 additional candidates
