Creates the Hometown Teacher Grant Program (H.O.M.E. Act) providing $500 monthly salary supplements to teachers who return to teach in the same school district where they attended school for at least five years or graduated high school

Eligible teachers must enter an agreement to remain employed in their hometown school district and continue receiving supplements as long as they remain in compliance

Appropriates $10 million in recurring funds from the General Fund to the Department of Public Instruction for each fiscal year of the 2025-2027 biennium

Requires local school boards to promote the program to high school students

Mandates annual reporting to the Joint Legislative Education Oversight Committee beginning May 15, 2026, including demographic data, recipient numbers by district, placement rates, and program improvement recommendations
