Reduces the deadline for removing a number from contact lists from 60 to 30 business days after a subscriber requests to stop receiving calls

Extends restrictions on automatic dialing and recorded message players to cover actions taken through salespersons, agents, subagents, contractors, or third-party vendors

Creates joint liability for parties that knowingly receive or accept sales leads generated by illegal robocalls
