Reestablishes the Data Analytics, Transparency, and Accountability (DATA) Division within the North Carolina General Assembly by reenacting previously repealed statutes (Chapter 143E, Article 7C of Chapter 120, and related provisions)

Appropriates $2,000,000 in recurring General Fund money for fiscal year 2025-2026 to operate the new division

Grants the DATA Division access to state agency information, records, databases, and facilities, with BEACON/HR payroll system access limited to the Division Director and two designated employees

Requires various state entities including the Global TransPark Authority and Department of Administration to submit reports to the DATA Division in addition to existing legislative oversight committees

Extends whistleblower protections to state employees who report misconduct to the DATA Division and replaces all references to "Program Evaluation Division" with "Data Analytics, Transparency, and Accountability Division" throughout the General Statutes, effective July 1, 2025
