Appropriates $900 million annually for the 2025-2027 biennium to provide a permanent 10% pay increase for public school teachers, instructional support personnel, principals, and assistant principals, effective July 1, 2025

Appropriates $700 million annually for the 2025-2027 biennium to provide a permanent 10% pay increase for first responders, including law enforcement officers, firefighters, EMS personnel, public safety dispatchers, and nurses at government healthcare facilities

Pay increases apply to base salary only (excluding overtime, shift differentials, and longevity pay) and count toward future salary calculations and retirement contributions

Part-time employees receive prorated increases based on their full-time equivalent hours worked

Funds must be distributed to employing authorities by August 15 of each fiscal year, with unexpended funds reverting to the General Fund
