Adds minimum 1,000 slots to the NC Innovations waiver program with $36 million state funding ($65 million federal match) and requires DHHS to develop a 10-year plan to address the registry of unmet needs by February 1, 2026

Removes unearned income and resource limits from the Health Coverage for Workers with Disabilities (Medicaid buy-in) program eligibility requirements and allows continued eligibility for up to 12 months during involuntary unemployment

Bans prone restraint of students in schools, requires same-day parental notification of any physical restraint or seclusion incident, and mandates at least one continuing education credit on seclusion/restraint for all teachers

Creates Office of Accessible Transportation and Mobility within the Department of Transportation and establishes a State Rental Assistance Program to provide housing vouchers for individuals with I/DD transitioning to integrated housing
