Creates the criminal offense of "unlawful distribution of a deepfake" as a Class 1 misdemeanor, prohibiting the knowing creation, distribution, or solicitation of AI-generated deceptive images, audio, or video without consent for purposes of harassment, extortion, harm, or election interference

Establishes civil remedies for deepfake victims including liquidated damages of $1,000 per redistribution or $10,000 (whichever is higher), plus punitive damages and attorney's fees

Exempts artistic works, commentary, criticism, satire, parody, and newsworthy content from the deepfake definition

Grants AI developers and interactive computer services immunity from civil liability when licensed professionals (doctors, lawyers, etc.) use AI products and those products cause client harm—placing sole responsibility on the professional who chose to use the tool

Effective December 1, 2025, applying to offenses and acts occurring on or after that date
