Requires manufacturers of digital electronic products sold in North Carolina to provide independent repair shops and product owners with the same diagnostic and repair information, software, passwords, and documentation given to authorized repair providers, free of charge

Mandates that manufacturers sell service parts and firmware updates to owners and independent repair facilities on "fair and reasonable terms," based on factors including costs to authorized providers and prices charged by other manufacturers

Requires manufacturers to make diagnostic repair tools with the same capabilities available to their own staff or authorized providers purchasable by independent repair facilities and owners

Protects manufacturer trade secrets from mandatory disclosure and preserves existing contractual agreements between manufacturers and authorized repair providers

Establishes a 30-day right-to-cure period where manufacturers must be notified in writing before litigation can proceed; if uncured, complainants may file in district court seeking damages; effective October 1, 2025
