Public school units may employ, contract with, or accept volunteer chaplains to serve in schools beginning with the 2025-2026 school year

Chaplains must have certified training through the National School Chaplain Association, Federation of Fire Chaplains, or Association of Law Enforcement Chaplains

School districts must adopt a chaplain policy covering services provided, continuing education requirements, and discipline/termination procedures

Criminal history checks are required before chaplains can serve, with results reviewed by the Superintendent of Public Instruction who can reject candidates convicted of certain crimes

School chaplains receive civil liability protection except in cases of gross negligence, wanton conduct, or intentional wrongdoing, and hiring a chaplain shall not be construed as endorsing any particular religion
