Expands the NC Teaching Fellows Program from 10 to 14 participating institutions of higher education, with the four additional institutions split equally between UNC constituent institutions and private postsecondary institutions to increase geographic diversity

Increases forgivable loan amounts from $5,000 per semester to $12,000 per academic year for students pursuing teacher licensure, with loans covering tuition, fees, room, board, books, and licensure expenses

Adds qualifying licensure areas including elementary education (K-6), middle grades language arts and social studies, and high school English, social studies, and history to the existing special education and STEM categories

Allocates up to $600,000 for extracurricular enhancement activities (summer programs, alumni engagement) and up to $500,000 for recruitment activities, in addition to existing administrative funding

Appropriates $10 million in recurring funds from the General Fund for the 2025-2026 fiscal year, with an effective date of July 1, 2025
