Department of Administration must report by March 31, 2026 on feasibility of converting obsolete or underutilized State-owned buildings into child care facilities for State employees

State construction or renovation projects exceeding $5,000,000 for buildings with more than 250 workers must include a child care or adult day care center, unless it would delay the project by 6+ months or increase costs by 10%+

Appropriates $5,000,000 to establish a pilot program creating three child care centers for State employees on State-owned property, with priority given to small providers operating five or fewer facilities

Appropriates $6,000,000 for county grants to establish third-shift child care for first responders, prioritizing use of unused county-owned buildings

Requires feasibility studies by March 31, 2026 on implementing child care programs at all NC community colleges and UNC system campuses, with $100,000 appropriated to each system for the studies
