Creates the State Critical Infrastructure and Construction Resiliency Fund within the General Fund, administered by the Governor

Requires the Department of Revenue to reserve 5% of highway use tax collected from counties that were in an emergency area for a Type I, II, or III disaster declared by the Governor

Counties included in a Governor-declared Type I, II, or III disaster area within the previous three fiscal years are eligible to have funds deposited into the Fund

Authorizes the Governor to use Fund money for new construction, infrastructure, and resiliency/disaster preparedness purposes in disaster-affected counties

Permits Fund expenditures for State and local disaster response activities following a Presidential major disaster declaration under the Stafford Act; effective July 1, 2025
