Adds new Section 39 to Article I of the North Carolina Constitution establishing the right of all people to clean water, clean air, and preservation of natural, scenic, cultural, and healthful environmental qualities

Designates the State, including all branches, agencies, and political subdivisions, as trustee of natural resources such as air, waters, coastal lands, wetlands, open lands, native flora, native fauna, and soils

Requires the State to conserve, protect, and maintain natural resources for the benefit of present and future generations, with equitable protection for all people

Declares these environmental rights as inalienable and self-executing, meaning they can be enforced without additional implementing legislation

Places the proposed constitutional amendment on the November 2026 statewide general election ballot for voter approval
