Amends G.S. 14-132 to explicitly include voting places as "public buildings or facilities" during voting hours, making disorderly conduct at these locations a Class 2 misdemeanor

Expands warrantless arrest authority to any person in charge of a public building or facility, removing language limiting this to only state-owned or controlled properties

Creates a Class 3 misdemeanor for stealing, defacing, vandalizing, or unlawfully removing political advertising lawfully placed in designated election-related activity areas adjacent to voting places

Becomes effective October 1, 2025, and applies to offenses committed on or after that date
