Prohibits real estate lessors in North Carolina from subscribing to or contracting for "coordinating functions" — services that collect rental data from multiple landlords and use algorithms to recommend prices, lease terms, or occupancy levels

Bans service providers from facilitating agreements not to compete among landlords regarding residential dwelling units

Defines "pricing algorithm" broadly to include any computational process that analyzes data to recommend or set prices, including those using machine learning or artificial intelligence trained on nonpublic competitor data

Classifies violations as unfair or deceptive trade practices under G.S. 75-1.1, allowing aggrieved parties and the Attorney General to bring enforcement actions with remedies available under Chapter 75

Allows plaintiffs to void pre-dispute arbitration agreements and class action waivers when bringing claims under this article; effective October 1, 2025
