Appropriates $15,760,000 in nonrecurring General Fund money to Wayne County for FY 2025-2026, including $5,000,000 for Rosewood Middle School capital project, $5,000,000 for Mattamuskeet Lodge Restoration, $2,000,000 for Dillard Middle School athletic track, and smaller grants for infrastructure, nonprofits, and community organizations

Provides $162,351 in recurring funds annually plus $3,752 in nonrecurring funds to hire one assistant district attorney for Prosecutorial District 9

Creates new Defender District 9 serving Greene, Lenoir, and Wayne counties with $2,347,071 in recurring annual funds and $96,730 in nonrecurring funds for FY 2025-2026

New public defender office would include 17 positions: one Chief Public Defender, ten Assistant Public Defenders, two Chief Investigators, one Social Worker, one Administrative Assistant II, and two Legal Assistant I positions

Effective date is July 1, 2025
