Establishes the North Carolina Commission on Youth Mentoring within the Department of Health and Human Services to administer grants to small- and medium-sized nonprofit youth mentoring organizations

Appropriates $1,500,000 in recurring funds for each year of the 2025-2027 fiscal biennium to provide grants supporting mentoring programs

Commission consists of 15 members appointed by the Governor, including representatives from mentoring organizations, business, philanthropy, education, faith community, state agencies, and two youth participants ages 16-25

Requires annual reports by December 1 to legislative appropriations committees detailing grant applications received, funds awarded, recipients, remaining balance, and social impact findings

Effective date of July 1, 2025; commission members serve three-year terms and must meet at least four times annually
