Repeals G.S. 20-24.1 and G.S. 20-24.2, eliminating the state's authority to suspend driver's licenses for nonpayment of fines, penalties, or costs, or for failure to appear in court for motor vehicle offenses

Requires the Division of Motor Vehicles to automatically terminate all existing license suspensions based on failure to pay or failure to appear within three months of the effective date, waiving all reinstatement fees and notifying affected individuals by mail

Forgives all unpaid fines and fees from Driving While License Revoked (DWLR) convictions as of October 1, 2025, if the underlying license revocation was solely due to failure to pay or appear

Mandates annual data collection and reporting by the Administrative Office of the Courts on fines, fees, collections, and court appearance rates, disaggregated by race, ethnicity, gender, zip code, and court

Appropriates $250,000 in recurring funds for fiscal year 2025-2026 to implement a text reminder system for court appearances, effective July 1, 2025
