Creates the "North Carolina Cannabis Treatment Research Act" allowing hospitals, universities, laboratories, pharmaceutical manufacturers, and private medical research corporations to conduct registered cannabis research studies starting July 1, 2025

Replaces the existing hemp extract exemption (limited to intractable epilepsy treatment) with a broader exemption allowing individuals to possess up to 1.5 ounces of cannabis as participants in registered research studies without criminal penalties

Requires the Department of Health and Human Services to establish a secure electronic Cannabis Treatment Research database to register research institutions, physicians, caregivers, and patients

Caregivers must be at least 18 years old, North Carolina residents, and registered with DHHS; they must be a parent, legal guardian, or custodian of a patient with physician documentation of research study participation

Grants immunity from arrest, prosecution, or professional discipline to research institutions, physicians, and registered researchers for conducting cannabis studies or providing written certifications for cannabis use
