Establishes the North Carolina Police Leadership Fellows Program to provide forgivable loans to students pursuing bachelor's degrees in criminal justice, government, or social sciences at UNC System institutions

Provides up to $3,000 per year for freshman/sophomore years and up to $7,000 per year for junior/senior years, with a maximum total of $20,000 per recipient

Requires recipients to work full-time in an eligible criminal justice profession (law enforcement, corrections, sheriffs, detention officers, telecommunicators) for at least 8 years after graduation for loan forgiveness

Creates a 10-member Police Leadership Fellows Committee to select 50-100 recipients annually based on academic profile, potential for excellence, community service, references, and writing ability

Applicants must be North Carolina residents, high school graduates or seniors, and cannot have felony convictions or certain misdemeanor histories; effective July 1, 2025
