Authorizes the NC State Lottery Commission to regulate video gaming terminals at establishments holding ABC permits, allowing up to 3 terminals per location (with potential for 3 additional based on revenue benchmarks), with machines required to be located more than 1,000 feet from churches and schools

Distributes net machine revenue as follows: 32% to the NC Video Gaming Fund, 8% to administration and law enforcement costs, and 30% each to operators and video gaming merchants

Establishes licensing requirements including $250,000 initial fee for operators and $150,000 for manufacturers, with applicants required to be NC residents or businesses for at least 2 years and undergo background checks; prohibits cross-ownership between manufacturers, operators, and merchants

Creates a $10,000 per machine excise tax on unauthorized gaming machines, with 75% of collected proceeds going to the investigating law enforcement agency and the remainder to the General Fund

Prohibits all advertising of video gaming terminals, caps individual wager winnings at $1,199, restricts play to persons 21 and older, and requires terminals to connect to a state central monitoring system at all times
