Adopts permanent rules for the North Carolina Senate for the 2025 Regular Session, covering eight major areas: Order of Business, Conduct of Debate, Motions, Voting, Committees, Handling Bills, Legislative Officers and Employees, and General Rules

Establishes key bill filing deadlines: local bills must be submitted by February 13, 2025 and filed by February 27, 2025; public bills must be submitted by February 27, 2025 and filed by March 25, 2025

Sets crossover deadline of May 8, 2025, requiring House bills to be received by the Senate by that date to remain eligible for consideration during the 2025-2026 sessions

Grants the President Pro Tempore exclusive authority to appoint all committee members, chairs, and vice-chairs, and to assign Senate chamber seats and offices

Requires a three-fifths vote to permanently alter or rescind rules, and a three-fifths vote of members present to temporarily suspend rules
