Exempts 529 education savings accounts and ABLE accounts from liens, garnishment, seizure, and creditor claims when funds are used for qualifying purposes, effective September 1, 2025

Prohibits insurers from discriminating against living organ donors in health, life, disability, and long-term care insurance policies based solely on their donor status

Grants permanent full-time state employees up to 30 days paid leave for organ donation and 7 days for bone marrow donation, in addition to existing leave benefits

Part-time state employees receive prorated paid leave amounts; all employees must have 12 months continuous employment to qualify

Applies to state employees, public school employees, and community college employees, with annual reporting on the program required beginning April 1, 2026
