Restores authority for local governments in 10 northeastern North Carolina counties to initiate down-zoning without requiring written consent from all affected property owners

Applies to Bertie, Camden, Currituck, Dare, Gates, Hertford, Northampton, Pasquotank, Perquimans, and Tyrrell Counties and their municipalities

Removes the restriction on creating nonconformities on non-residential land as a category of down-zoning requiring owner consent

Effective upon becoming law with retroactive application to December 11, 2024, restoring any ordinances affected by Section 3K.1 of S.L. 2024-57

Amends G.S. 160D-601(d) to allow local government-initiated down-zoning while maintaining owner consent requirements for privately-initiated down-zoning changes
