Restores authority for local governments in Pitt County and its municipalities to initiate down-zoning amendments without requiring written consent from all affected property owners

Amends G.S. 160D-601(d), which was previously changed by Section 3K.1(a) of S.L. 2024-57, to create an exception allowing local government-initiated down-zoning

Removes the provision that classified creating nonconformities on non-residential land as a form of down-zoning requiring owner consent

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by the 2024 legislation

Applies only to Pitt County and municipalities located within Pitt County (local bill)
