Repeals North Carolina's "right-to-work" provisions that currently prohibit agreements requiring union membership or dues payment as a condition of employment

Establishes new public policy declaring that labor organizations' rights to enter into labor agreements shall not be denied or abridged

Removes the prohibition on agreements between employers and unions that condition employment on union membership

Repeals Article 12 of Chapter 95, which restricts labor organizing by public employees

Applies to agreements entered into on or after the effective date; existing lawful contracts remain unaffected
