Requires display of United States and North Carolina flags on school grounds near the main entrance and in every classroom at all public schools, charter schools, regional schools, laboratory schools, and UNC-affiliated secondary schools

Removes the previous "when available" or "if donated" conditions that made classroom flag display optional, making it mandatory regardless of donation status

Appropriates $1,000,000 in nonrecurring funds for 2025-2026 and $100,000 in recurring funds for 2026-2027 to the Department of Public Instruction for public school units to purchase flags

Appropriates $1,000 in recurring funds for 2025-2026 to the UNC Board of Governors for secondary schools under its control to purchase flags

Takes effect upon becoming law and applies beginning with the 2025-2026 school year
