Reorganizes Chapter 115D of the North Carolina General Statutes governing the Community College System, consolidating and restructuring provisions related to administration, programs, students, tuition waivers, and high school partnership programs

Establishes the Career and College Promise Program in new Article 2B, codifying pathways for qualified high school students to take tuition-free community college courses including career technical education and college transfer options

Expands residency license eligibility to allow certain nonpublic schools approved by the Department of Public Instruction to provide special education services to request teacher residency licenses for their educators

Extends the reversion date for School Safety Grant Program funds from June 30, 2025 to June 30, 2027, allowing continued use of appropriated nonrecurring funds

Increases the percentage of Customized Training Program funds that may be used for training and support of regional community college personnel from 8% to 15%
