Eliminates the mandatory school funding floor that required Scotland County to appropriate funds matching at least the state average per-student expenditure from local sources

For fiscal year 2025-2026, grants the Scotland County Board of Commissioners full discretion to determine school funding amounts after considering educational goals, financial resources, and fiscal policies

Prohibits either the Board of Education or Board of Commissioners from initiating dispute resolution or legal action over funding determinations for fiscal year 2025-2026

Beginning with fiscal year 2026-2027, school budget preparation and approval will follow standard procedures under Article 31 of Chapter 115C of the General Statutes

Renames the school system from "Laurinburg-Scotland County" to "Scotland County School System" and the board from "Laurinburg-Scotland County Board of Education" to "Scotland County Board of Education"
