Creates new legal definition of "politically motivated act of violence" covering criminal offenses targeting victims based on their political beliefs, viewpoints, party affiliation, candidacy for office, voting history, or participation in political demonstrations

Enhances sentences for felonies found to be politically motivated: offenders are sentenced one felony class higher than the underlying offense and become ineligible for parole, early release, or sentencing reduction

Adds political motivation as an aggravating factor in both standard felony sentencing and capital murder cases, where targeting a victim for political expression can support a death sentence

Requires district attorneys to notify the Attorney General in politically motivated violence cases; Attorney General may assign a special prosecutor upon request

Effective December 1, 2025, applying to offenses committed on or after that date
