Temporarily redirects 100% of Article 39 local sales and use tax revenue to Buncombe County using the ad valorem distribution method, rather than distributing half to the School Capital Fund Commission

Requires Buncombe County to use 50% of these proceeds for school capital outlay purposes and school operating expenses, with the remaining 50% available for any public purpose

Changes the School Capital Fund Commission from controlling entity to advisory capacity for recommending school capital projects to the Buncombe County Board of Commissioners

Temporary provisions apply to distributions on or after July 1, 2025, and expire on June 30, 2027

Recodifies and makes technical changes to the structure and governance of the five-member School Capital Fund Commission, including appointment procedures and fund management requirements
