Authorizes creation of the Swannanoa Valley Tourism Development Authority to receive occupancy tax proceeds from three Buncombe County townships: Broad River, Black Mountain, and Swannanoa

Requires Buncombe County to remit net occupancy tax proceeds collected from the designated district on a quarterly basis to the new Swannanoa Valley TDA, with the remainder going to the existing Buncombe County TDA

Mandates the Swannanoa Valley TDA use at least two-thirds of distributed funds to promote travel and tourism in the district, with the remainder for tourism-related expenditures including outdoor adventure tourism and infrastructure restoration

Establishes membership requirements for the new authority: minimum nine members, at least one-third affiliated with tax-collecting businesses in the district, and at least one-half active in local tourism promotion

Becomes effective only if the Buncombe County Board of Commissioners adopts a resolution creating the authority, with tax distribution beginning the fiscal quarter following the first full quarter after adoption
