Restores authority for Rutherford County and its municipalities to initiate down-zoning amendments without requiring written consent from all affected property owners

Amends G.S. 160D-601(d) to create an exception allowing local government-initiated down-zoning, reversing restrictions imposed by Section 3K.1 of S.L. 2024-57

Down-zoning includes decreasing development density, reducing permitted land uses, or creating nonconformities on non-residential land

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by the 2024 state law changes

Designated as a local bill applying exclusively to Rutherford County and municipalities within it
