Amends G.S. 160D-601(d) to create an exception allowing local governments to initiate down-zoning without property owner consent when the purpose is farmland preservation

Down-zoning currently requires written consent from all affected property owners; this bill removes that requirement specifically for farmland preservation initiatives

Applies only to Henderson County and portions of five municipalities within it: Town of Fletcher, Town of Mills River, Village of Flat Rock, Town of Laurel Park, and City of Saluda

Effective upon becoming law and applies retroactively to January 31, 2025
