Restores authority for Mecklenburg County and its municipalities to initiate down-zoning amendments without requiring written consent from all affected property owners

Amends G.S. 160D-601(d) to create an exception allowing local government-initiated down-zoning, reversing restrictions imposed by Section 3K.1 of S.L. 2024-57

Removes the provision that created nonconformities on non-residential land as a category of down-zoning requiring property owner consent

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by the prior legislation

Scope is limited exclusively to Mecklenburg County and municipalities within the county (local bill)
