Repeals Section 4 of Article VI of the North Carolina Constitution, which requires voters registering to be able to read and write any section of the Constitution in English

Places the constitutional amendment on the November 3, 2026 statewide general election ballot for voter approval

Requires the State Board of Elections to certify referendum results; if a majority votes in favor, the Secretary of State enrolls the amendment in permanent records

Amendment becomes effective immediately upon certification if approved by voters
