Henderson County is authorized to construct community college buildings on Blue Ridge Community College campuses located within the county, including additions, improvements, renovations, and repairs

The County may finance construction through Article 8 of Chapter 159 and G.S. 160A-20, with the College Board of Trustees permitted to transfer property to the County as security for financing agreements

The County is exempt from provisions of G.S. 115D-9 and Part 1 of Article 36 of Chapter 143 but must comply with Article 3D and Article 8 of Chapter 143 of the General Statutes

Upon completion of construction, the County must lease the buildings back to the College under mutually agreed terms and conditions

The act is effective upon becoming law and applies only to construction projects coordinated by Henderson County for Blue Ridge Community College uses
