Requires the Department of Public Safety, Department of Adult Correction, State Highway Patrol, and State Bureau of Investigation to enter into 287(g) agreements with ICE allowing designated state officers to perform federal immigration enforcement functions, with MOAs and policies due by August 1, 2025

Directs the Department of Health and Human Services to cease providing state-funded benefits (including TANF, Medicaid, child care subsidies, housing assistance, and energy assistance) to noncitizens without legal status, with a report on implementation due January 15, 2026

Mandates the Department of Commerce, Housing Finance Agency, and local housing authorities to deny publicly funded housing benefits to noncitizens without legal permission and verify immigration status of applicants before providing assistance

Waives governmental immunity for cities and counties that adopt sanctuary policies if an unauthorized immigrant commits a crime against a person or property within their jurisdiction

Prohibits UNC constituent institutions from adopting sanctuary policies and requires them to allow law enforcement to gather and share immigration status information with federal agencies
