Restores local government authority to initiate down-zoning amendments in Union and Iredell Counties and their municipalities without requiring written consent from all affected property owners

Removes the provision that prohibited creating nonconformities on non-residential land as part of the down-zoning definition

Amends G.S. 160D-601(d), which was previously changed by S.L. 2024-57, to allow government-initiated down-zoning while still requiring property owner consent for privately-initiated down-zoning

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by the prior law change

Effective immediately upon becoming law, limited exclusively to Union and Iredell Counties and municipalities within those counties
