Requires the Department of Social Services to provide verbal notice of upcoming hearings to foster care providers if they did not receive notice from the clerk

Mandates foster care providers receive at least 48 hours verbal notice before a juvenile is returned to a parent following a permanency planning hearing

Requires foster care providers be included in transition planning when a child returns to a parent, if determined to be in the child's best interest
